The Center for Strategic Communication and Countering Disinformation is an administrative authority whose mission, stipulated in Law 242/2023, is to strengthen and improve interinstitutional efforts in combating disinformation, information manipulation, and coordinated actions to spread messages, narratives, and communications, regardless of their origin, that pose a danger or may jeopardize the realization of national interests.

The Center’s mission is to build robust information resilience at the societal level. This entails the national capacity to respond effectively to information threats, to promote and to participate in protecting national interests. In the context where the Russian Federation conducts hybrid actions to destabilize the country, the Center is dedicated to a long-term strategic approach that creates a secure information space.

The Center carries out its activities to promote national interests, including maintaining peace, democratic consolidation, social cohesion, and accession to the European Union.

A central element consists of promoting integrated strategic communication. Unlike reactive measures of simply debunking false news, strategic communication focuses on filling the information space with messages that support Moldova’s European and democratic path. This approach contributes to creating a solid counter-narrative and eliminating the fertile ground that disinformation campaigns could exploit.

The Center prioritizes a “whole of society approach,” involving not only state institutions but also partners from the media, civil society, and the academic environment, as well as citizens, to build a united front against information threats.
The Center facilitates strategic partnerships and creates mechanisms for interinstitutional and intersectoral cooperation.

In addition to these activities, the Center actively engages in promoting media literacy and critical thinking, providing citizens with the necessary tools to navigate and critically evaluate the information they receive. It also develops training programs for public officials so that they can contribute to strategic communication efforts.

In essence, the Center’s mission is to participate in defending and promoting the national interests of the Republic of Moldova through a well-coordinated strategy of communication, education, and cooperation, thus building a resilient and united society in the face of any information attacks.
