Within the framework of the Centre’s strategic vision, there have been identified five key thematic pillars that will guide strategic communication efforts. These pillars were selected to cover fundamental areas of national interest and to proactively respond to information challenges.
European integration
European integration defines Moldova’s aspirations to align with European democratic values and standards. This means not only a political and economic path, but also a strategic clarification required for the consolidation of a national identity. By promoting the economic, social and political advantages brought by European integration, strategic communication will clearly highlight the benefits and opportunities, thus countering narratives which seek to undermine this path.
- Social cohesion
Another central pillar is social cohesion, vital to building a united and resilient society. In the context of Moldova’s ethnic and cultural diversity, this pillar aims to promote shared values. Through communication strategies that encourage dialogue, it intends to strengthen a common spirit based on the same set of values and the ability to relate on common grounds, in the specific national context.
- Economic resilience
Economic resilience is essential for Moldova’s long-term stability and prosperity. This pillar focuses on advancing economic development initiatives, innovation and sustainable growth. Strategic communication will highlight the efforts of the Government and its strategic partners to create a solid business environment, thus strengthening the sense of economic security and confidence in the future. At the same time, countering disinformation that promotes the fear of poverty or economic instability will represent a priority.
- Bolstering the defence sector
Without a strong defence system, national sovereignty and internal security cannot be protected. This pillar focuses on the correct promotion of defence measures, so that citizens understand and support the efforts to protect territorial integrity. Through transparency and clarity, the communication strategy will help to achieve social and political consensus around national security initiatives.
- Strengthening national security in a regional context
The last but not the least pillar is national security in a regional context. Moldova cannot exist in isolation from its region, and national security is closely linked to regional stability and cooperation. This pillar will argue on the importance of regional partnerships and cooperation with international organizations, such as the EU and NATO, highlighting how these collaborations help ensure a safe and stable environment for all citizens. Strategic communication will demystify complex topics and counterbalance narratives that seek to weaken these partnerships and collaborations.
Why these pillars?
These five pillars were selected after a careful analysis of the vulnerabilities identified within society and of the narratives that are frequently exploited by external forces to destabilise Moldova. Specifically, each pillar was chosen to represent a key area of national interest and to cover a wide range of themes and sub-themes that may arise in the public space.
How will they be used in strategic communication?
Each of these pillars will form the cornerstone for proactive and long-term communication campaigns. Instead of passively responding to information attacks, the Centre will use these pillars to initiate dialogues and debates, to create educational and informative content that will fill the public space with correct and authentic messages. Each pillar will have specific sub-themes, addressed within mini campaigns to be coordinated inter-institutionally and with the support of the civil society, the media and academia. Thus, the objective envisages both countering false narratives and building a foundation of trust, transparency and accurate information that will make it more difficult for disinformation to infiltrate and spread.
Strategic communication on these pillars will help clarify Moldova’s positions and strengthen social cohesion, while supporting democratic development and the European path.
